PROBLEM TO BE SOLVED: To provide a balancer for a double-hung window having a miniaturizable ratchet mechanism and thereby a double-hung window having high functions in daylighting property. SOLUTION: This balancer for a double-hung window includes a shaft member 132 movable in the axial direction, a spiral spring one end of which is affixed to the shaft member, a winding drum 140 which is freely turnable about the shaft member and has a groove spirally formed in the outer peripheral surface thereof, and a ratchet mechanism 133, 121 capable of adjusting the elastic force of the spiral spring. The ratchet mechanism includes a ratchet gear 133 which is disposed on the shaft member and on which ratchet teeth 133a are formed with recesses and projections provided in the direction parallel to the axis of the shaft member, a gear engagement member 121 which has engagement teeth 121b provided to the ratchet teeth so as to be engaged and released and disposed in the axial direction of the shaft member in parallel to the shaft member, and an elastic member 134 provided so as to be able to bias the shaft member in the axial direction.
