<p><P>PROBLEM TO BE SOLVED: To provide an organic EL device with high mechanical strength and excellent electric characteristics. <P>SOLUTION: The organic EL device 1 is provided with an organic EL panel 2 equipped with a first substrate 10 having a first base material 10A, a circuit layer 64 fitted on the first base material 10A, a plurality of organic EL elements 60 fitted on the circuit layer 64, and a thin-film sealing layer 66 sealing the plurality of organic EL elements 60. The circuit layer 64 contains a plurality of driving elements 15 connected with the plurality of organic EL elements 60, and the thin-film sealing layer 66 contains a resin layer 68 formed on the circuit layer 64 and an inorganic gas barrier layer 69 in contact with the circuit layer 64 covering an upper part of the resin layer 68.
