PROBLEM TO BE SOLVED: To provide a resin base material with a hard coat which has a silicone-based hard coat excellent in weatherability. SOLUTION: The resin base material with the hard coat has a silicone-based hard coat at least on one surface of the resin base material. The silicone-based hard coat is formed of a cured coating film of a curable silicone-based hard coat material, in which tensile stress of the cured coating film is 35 MPa or less. At ambient temperature 25°C, a thin film stress measuring device measures the curvature radius of a silicon wafer where the cured coating film of the curable silicone-based hard coat material is formed and the curvature radius of the silicon wafer before formation of the cured coating film and tensile stress of the cured coating film is calculated from a difference between these curvature radii.
