PROBLEM TO BE SOLVED: To provide an apparatus for creating a simulation program, capable of efficiently converting a control program provided in an object code into a control program for simulation. SOLUTION: The apparatus for generating a simulation program includes: a reverse assembling unit 15 that reverse-assembles an object code to be transferred to a microcomputer to generate an assembler code; a register operation code extraction unit 16 that automatically extracts the register operation code of the microcomputer from the assembler code; a reverse compiling unit 17 that reverse-compiles the assembler code to generate a compiler code; a register operation code adding unit 18 that adds a virtual register operation code to the compiler code, the virtual register operation code providing simulation so that a virtual register is accessed by the register operation code; and a cross-compiling unit that converts the compiler code having the virtual register operation code added thereto into a control program executable by a general-purpose computer.
