PROBLEM TO BE SOLVED: To provide a URL (Uniform Resource Locator) filtering device capable of obtaining a high throughput while executing URL filtering processing. SOLUTION: A packet forwarding processing unit 11 transfers a packet, received during TCP (Transmission Control Protocol) termination processing, to a TCP termination processing unit 16, and transfers a packet, received in any period other than the period of the TCP termination processing, to a TCP layer packet processing unit 12. The TCP layer packet processing unit 12 extracts the TCP data unit of the packet, and holds the packet. When HTTP (HyperText Transfer Protocol) data of the packet is not an URL access request message, an HTTP syntax analysis processing unit 13 notifies the TCP layer packet processing unit 12 of the transmission permission of the packet, and when the HTTP data of the packet is the URL access request message, the HTTP syntax analysis processing unit requests URL passage decision to a request URL passage decision processing unit 14. When the results of request URL passage decision are No, the request URL passage decision processing unit 14 gives the instructions of the start of the TCP termination processing, and when the results of the request URL passage decision are Yes, the request URL passage decision processing unit performs the notification of the transmission permission of the held packet.
