PURPOSE: A loess panel for providing heat and a construction method thereof are provided to increase heating effect and be used in floor material, wall, and a ceiling material. CONSTITUTION: A loess panel for providing heat comprises a heat leakage prevention member(600), a fire retardant characteristic insulating material(500), a first loess panel(400), an aluminum plate(300), a second loess panel(200), and an upper plate finishing material(100). The heat leakage prevention member blocks the moisture penetrating into floor or prevents heat loss. The fire retardant characteristic insulating material is located on the upper part of the heat leakage prevention member. The fire retardant characteristic insulating material is positioned on the upper part of the fire retardant characteristic insulating material. The aluminum plate is located on the upper part of the first loess panel. The second loess panel is positioned on the upper part of the aluminum plate.
