A powder charging and delivery device which comprises a receptacle (2) having a neck portion (5), the receptacle (2) containing particles (1) of a material which can be electrostatically charged and the receptacle (2) having a reticulated, open pore, foam material (3) disposed within the neck (5) thereof, whereby as the particles (1) are dispensed from the container they travel through the pores of the reticulated foam material (3) and thereby become electrostatically charged.
