PROBLEM TO BE SOLVED: To provide a technology for efficiently providing regulatory information even in a complicated complex intersection and for reducing storage capacity. SOLUTION: A traffic regulatory information defining device determines, on the basis of the number of nodes and dummy nodes corresponding to a selected intersection and the number of links and dummy links in the intersection connecting with them, whether or not the intersection is the intersection for basic regulatory information, and determines, considering the connection relations between the nodes corresponding to the intersection and road links, whether the intersection is the intersection for individual regulatory information.
