PROBLEM TO BE SOLVED: To monitor a voltage of each electric double-layer capacitor without requiring complicated wiring in a capacitor module with a plurality of electric double-layer capacitors, and to facilitate monitoring result output. SOLUTION: A voltage monitoring device of a capacitor module with a plurality of electric double-layer capacitors includes an overvoltage detection unit (voltage detection unit 6) which is installed in all or some of the electric double-layer capacitors (4i: 41, 42, ..., 4n) in order to monitor charging and to detect the fact that the charging voltage has reached or exceeded a reference voltage, an intermittent signal generation unit (intermittent signal generation unit 8) which is actuated by receiving the detection output from the overvoltage detection unit and generates an intermittent signal, and a transmission unit (10) which transmits the intermittent signal while converting it into a wireless signal.
