The device has an inner pipe (1) and an outer pipe rotatable relative to each other around a torsion angle. The outer pipe concentrically accommodates and surrounds the inner pipe. The inner and outer pipes have respective toothed surface (2) and toothed surface with teeth (3) and inwardly protruding teeth and valleys. The pipes are engaged each other, and an elastomer layer is positioned between the pipes. The teeth of the inner pipe protruded toward the outer pipe are engaged into the valleys of the outer pipe, so that a hollow gap is formed in the valleys of the outer pipe. An independent claim is also included for a method for damping and isolating torsional vibrations in drive shafts.
