PROBLEM TO BE SOLVED: To provide a reference signal-generating device capable of generating a reference signal of a reference microphone to control active noise efficiently and effectively; and to provide an active noise controller and an active noise control system having the reference signal-generating device. SOLUTION: The reference signal-generating device for generating reference signals x1(t), x2(t) being input signals of an active noise control system outputted from the reference microphones R1, R2 for detecting noise includes a signal generating means connected with output side of a plurality of reference microphones R1, R2 and generating a reference signal of the other reference microphones to reduce a signal component correlated to the reference signal of the reference microphone 1 so that only active noise control for inputting the reference signal of the reference microphone being the closest to a noise source is performed based on the law of causality.
