PROBLEM TO BE SOLVED: To provide an arithmetic processing system, an arithmetic processing method, and an arithmetic processing program for efficiently executing successive information processing by using a plurality of CPU resources. SOLUTION: When detecting the end of calculation processing, a control part 21 of a management server 20 determines whether there is a group waiting for calculation. When there is a waiting group, the control part 21 calculates the maximum number of CPUs where no paging occurs, and retrieves a group whose the number of allocated CPUs is equal to the number of available CPUs. When there is a group whose number of allocated CPUs is equal to the available number of CPUs, the control part 21 starts the calculation processing of the group which has been first put in a waiting state among the groups. On the other hand, when no group exists, the control part 21 outputs a memory shortage message, and starts the calculation processing of the group first put in a waiting state among the groups in which the maximum number of CPUs where no paging occurs becomes maximum.
