PROBLEM TO BE SOLVED: To prevent damage caused by a billing fraud. SOLUTION: A video imaged by a monitoring camera installed with respect to an ATM is analyzed, and verbalized data about actions of an ATM user are acquired. It is determined with reference to the verbalized data whether there is an action, the action showing that the ATM user may encounter a billing fraud. If there is the action showing that the ATM user may encounter the filling fraud, an ATM manager or the like is notified of the billing fraud, and display for inviting the user's attention is made in a display part of the ATM.
