PURPOSE: Combustibles using waste material and a manufacturing method thereof are provided to crush waste coal and food wastes into particles having the diameter lower than 1mm. CONSTITUTION: A method for manufacturing combustibles by using water materials comprises the steps of: drying waste limes in a first drier(1); crushing waste materials in the particles of which diameter is lower than 1mm in a first crushing device(2); drying the waste lime in a second drier(3); crushing the dried waste lime into the particles of which diameter is lower than 1mm in a second crushing device(4); drying food wastes in a third drier(5); and crushing the food wastes into the particle of which diameter is lower than 1mm.
