PROBLEM TO BE SOLVED: To provide an image forming apparatus capable of obtaining a high-definition image free from problems of poor cleaning, filming, dirt, persistence (ghost), fogging, a reduction in density, noise, etc., even when toner having a small particle size and high circularity is used and a photoreceptor having a small outer diameter is used, and to provide an electrophotographic cartridge. SOLUTION: The image forming apparatus includes an electrophotographic photoreceptor, a charging means for charging the electrophotographic photoreceptor, an image exposing means for exposing an image on the charged electrophotographic photoreceptor to form an electrostatic latent image, a developing means for developing the electrostatic latent image by the toner, and a transfer means for transferring the toner from the electrophotographic photoreceptor to a transfer target member. In this apparatus, hardness of a surface layer of the electrophotographic photoreceptor is≥0.55 GPa when measured in an environment at a temperature of 25°C and relative humidity of 50% by a nano-indentation method, and the toner satisfies prescribed requirements.
