PROBLEM TO BE SOLVED: To provide a method and composition which enable delivering biologically active nucleic acids to cells and organisms in vitro and in vivo in a manner and form that allows the nucleic acids to perform their desired biological function. SOLUTION: The composition comprises a nucleic acid, an endosomolytic spermine (including a cholesterol or fatty acid) and a targeting spermine (including a ligand for a cell surface molecule), wherein the ratio of positive to negative charge in the composition is in a range from 0.5 to 1.5.
