<p><P>PROBLEM TO BE SOLVED: To provide a seed packaging device that improves the recovery rate of net scraps and hardly allows a cut bag member to be curled. <P>SOLUTION: The seed packaging device 50 manufactures a net bag 62 containing seeds, by joining the opening parts of the bag member 61 cut from a roll of net material 51, and has: a moving guide 1 that guides the bag member 61 while keeping in contact with the bag member 61 moving from the cut position to the subsequent process; and a dust pan 60 that is disposed below the moving guide 1 and recovers net scraps left as a result of cutting the bag member 61.
