PROBLEM TO BE SOLVED: To solve a problem that a conventional virtual machine management system can not know beforehand the transition of processings and states in an application program and an OS to be executed on a virtual machine and can not use the transition for the management of the virtual machine. SOLUTION: A virtual machine management system 10 includes a virtual machine attribute setting part 11 for setting the attribute information of a virtual machine, a virtual machine attribute storage part 12 for storing the attribute information, a virtual machine transfer decision part 13 for deciding the transfer of the virtual machine, and a virtual machine transfer part 14. During the execution of the virtual machine, the attribute information of the virtual machine is changed from the external, and when deciding the transfer of the virtual machine, relevance of combinations of attribute information of a plurality of virtual machines is determined to decide the transfer of the virtual machine.
