PROBLEM TO BE SOLVED: To provide a device and method for transmitting a rotational energy, capable of charging batteries of vehicles without using any electric power, and to provide a charge system. SOLUTION: The rotational energy transmitting device includes an impeller for generating a rotational energy, and a rotation section for transmitting the rotational energy generated by the impeller to a shaft of a motor of a mobile unit which moves by the rotational energy of the motor, thereby rotating the shaft. The mobile unit may include a tire rotating in linking with the rotation of the shaft. The rotation section may rotate the shaft by transmitting the rotational energy generated by the impeller to rotate the tire so the battery mounted to the mobile unit can be charged even in a remote place where no electric power is supplied from a power system.
