PROBLEM TO BE SOLVED: To provide a device which thaws and steams frozen solid food and houses the steamed solid food in a container and which allows a vending machine with the device to dispense the steamed solid food in the container in a short period of time within a minute. SOLUTION: The device includes: a freezer where frozen food is automatically taken out one by one from an openable and closable opening at a lower end; a movable thawing steamer for thawing taken-out frozen food; a steam generator for spouting steam into the thawing steamer; a path for moving the thawing steamer over the thawed and steamed food container; and a charging hole formed on the opposite part from the thawing steamer and the food container of the path, and the device opens the bottom of the thawing steamer and makes the thawed and steamed food from the charging hole into the food container.
