PROBLEM TO BE SOLVED: To provide a charging roll configured such that when a charging roll having a surface layer containing conductive particles is charged by applying a charging voltage in which an AC voltage is superposed on a DC voltage, the inter-peak voltage of the AC voltage can be decreased; and to provide the others. SOLUTION: The charging roll (3) has the surface layer (33) containing first conductive particles (36), and second particles (37) having an average particle diameter greater than the first particles and an electric conductivity of 3.00×10<SP>-7</SP>(S/m) or greater. In addition, the charging roll has the surface layer (33) containing the first conductive particles (36) and second particles (37) having an average particle diameter greater than the first particles and a relative dielectric constant of 3 or greater.
