<p><P>PROBLEM TO BE SOLVED: To wind an optical fiber around a reel without providing a side wall (flange) or an intermediate wall fixed to the reel. <P>SOLUTION: A reel 44 has a flange 46a only on one side thereof. A first optical fiber 42a is wound around the reel 44. Lines of the first optical fiber 42a wound around the reel 44 are fixed to each other by means of an adhesive, and a bundle of the first optical fiber 42a is fixed to the flange 46a of the reel 44.
