PURPOSE: A retractor for a seat belt is provided to block inertia rotation or vibration of a clutch device or the torque of a spool axis. CONSTITUTION: A retractor for a seat belt comprises a power control unit. The power control unit transfers the power and receives inertia rotation power. The power control unit is installed inside the housing. The first and second receiving parts of the housing accept a clutch device and a power train. The power train is composed of second power transmission devices. The second power transmission devices comprise a power transmission gear, a load restrictor, and a load restricting gear. The power transmission gear receives the power of the motor and rotates.
