PURPOSE: A manufacturing method and a device of a colored-steel sheet using electro-magnetic force, and a colored-steel sheet manufactured by the same are provided to maximize three-dimensional effect by applying electromechanical power in different sites. CONSTITUTION: A manufacturing method of a colored-steel sheet using electro-magnetic force is as follows. A preprocessing coating layer(20) is formed to increase the adhesion strength between a basis board and paint after performing an alkali degreasing for removing foreign materials from a base panel(10). A priming paint spreads on the preprocessing coating layer to form a primer coating layer(30). A finishing coat paint spreads on the primer coating layer.
