PURPOSE: A driving force which obtains maximum power by supplying a small amount of water to a turbine is provided to reduce energy consumption by generating the high buoyancy of water. CONSTITUTION: A gear(9) is connected to both end of a shaft(23). A generator water tank(25) is installed in the lower part of the gear. A pneumatic tube stage(13) is installed at the inner lower part of a water tank. A generator(4) is installed on the pneumatic tube stage. The water of set amount is provided inside the generator water tank. A generator stage(14) and the pneumatic tube stage are installed on the inside of the generator water tank.
