PROBLEM TO BE SOLVED: To stably provide a high molecular weight halogenated polycarbonate compound with good thermal stability from a halogen-substituted bivalent phenol and phosgene by using an amine catalyst. SOLUTION: In the production of halogenated carbonate compound by reacting an alkaline aqueous solution of a halogen-substituted bivalent phenol represented by general formula (1) with phosgene in the presence of an organic solvent, the method of producing a high molecular weight halogenated polycarbonate compound having≥50,000 weight average molecular weight comprises: suppressing the total use amount of alkali till the phosgenation reaction terminal to be in a range of 1.0-2.0 times mole against the bivalent phenol; at that time, shifting to the successive polymerization reaction; and using the amine catalyst through the serial reactions.
