PROBLEM TO BE SOLVED: To provide an image forming apparatus that prevents developer scattering in transferring a developer image onto an intermediate transfer body, and also, improves transfer performance of the developer image with respect to the recording medium. SOLUTION: The image forming apparatus 10 includes: an image forming unit 14L configured to transfer a clear toner image formed on a photoreceptor drum 16L onto the intermediate transfer belt 24; image forming units 14Y to 14K configured to transfer color toner images formed on photoreceptor drums 16Y to 16K onto the intermediate transfer belt 24 so that the color toner images may overlap the clear toner image; a secondary transfer roll 36 configured to transfer the color toner images onto a recording paper P; a fixing device 40 configured to fix the toner images on the recording paper P; a control unit 30 configured to control the image forming units 14Y to 14K to form the color toner images up to 90% of solid image density in accordance with the types of the recording paper P. Accordingly, the toner scattering is prevented in transferring the toner image onto the intermediate transfer belt 24, and the transfer performance of the toner image with respect to the recording paper P is improved.
