PROBLEM TO BE SOLVED: To provide a production method of a liposome that raises an inclusion rate of various water-soluble medicines than before and enhances stability of the liposome. SOLUTION: The production method of the liposome comprises a first emulsifying step for preparing a W1/O emulsion by emulsifying a mixed liquid of an organic solvent (O), an aqueous solvent (W1), an additive (A) having an effect of substantially inhibiting flowability of W1 and mixed lipid components (F1) (and a substance to be included in the liposome may be further added to the mixed liquid), and other steps. Preferably, a gelling agent, a biocompatible polymer or a network polymer is employed as the additive (A). In the second emulsifying step subsequent to the first emulsifying step, an agitation emulsification method, a membrane emulsification method or a liquid droplet method is preferably employed.
