When each arbitration method performs routing control to physically transfer the data from a plurality of input ports which logically have a plurality of virtual channels to any output port of a plurality of output ports, the arbitration method includes a first arbitration process which can select only one channel in one input port at any time and arbitrates between each input port channel in accordance with any arbitration algorithm other than a time-division algorithm, and a second arbitration process which arbitrates between the plurality of input ports in accordance with any arbitration algorithm. The arbitration algorithms used in the first and second arbitration processes switch to a constant period time-division algorithm in response to a trigger.
