PROBLEM TO BE SOLVED: To provide a device gently driving an intake control valve to a full close position. SOLUTION: The control device 20 for an internal combustion engine includes the first intake control valve 7 for controlling an intake air amount to a cylinder, a return means 28 biasing the first intake control valve toward a full close angle, and a first drive means 23 driving the first intake control valve toward an open side or a close side, prohibits operation of the first drive means at a first opening degree or less near the full close angle and prohibits close side drive of the first intake control valve by the first drive means at a second opening degree, which is larger than the first opening degree, or less. Driving of the intake control valve to the close side by the drive means is prohibited at the second opening degree larger than the first opening degree at which operation of the drive means is prohibited, or less, and therefore the intake control valve is biased toward the full close angle by force equal to or smaller than force of the return means and gently arrives at the full close position.
