PROBLEM TO BE SOLVED: To provide a method for manufacturing a high-strength foam having fine bubbles and an apparatus for manufacturing the foam used for the method. SOLUTION: The method for manufacturing the foam includes: an injecting process for injecting a melted resin in a cavity in a volume smaller than the volume of the cavity; a decompression process after the injection process for decreasing pressure in the cavity by discharging gas inside the cavity to the outside of the cavity; and a foaming process after the decompression process for foaming the melted resin.
