PROBLEM TO BE SOLVED: To provide an image forming device, a cartridge, and a cleaner capable of preventing a matter adhered to a dam-up body from being excessively dammed up. SOLUTION: The image forming device 1 is provided with an image holder 10 for holding an image, a transfer device 14 for transferring the image formed on a surface of the image holder to a transfer material, a cleaning member 21 contacting with the surface of the image holder after the image is transferred to the transfer material by the transfer device and removing the matter adhered on the surface from the surface, a storage tank 22 for storing the matter removed by the cleaning member, the dam-up body 23 for blocking communication between the cleaning member and the storage tank to dam up the adhered matter advancing into the storage tank from the cleaning member at a cleaning member side temporarily, and a plurality of stirrers 241-243 arranged in order along a direction in which the dam-up body is extended to stir the matters dammed up by the dam-up body by each of the stirrers independently from each other.
