<P>PROBLEM TO BE SOLVED: To distribute processing requests according to a load state on a service provider. <P>SOLUTION: The service user API84 is provided for each service user process 81, and the service provider API87 is provided for each service provider process 82. The service user API84 refers to a processing request queue information storage region 86 and transmits the processing request to the service provider process 82 having the least number of uncompleted processing requests. The service provider API87 records the number of processing request receptions and the number of processed result transmissions in a service provider queue information storage region 88 for each service user process 81, and periodically transmits the number of processing request receptions and the number of processed result transmissions of each service user process 81 to a management daemon 83. The management daemon 83 periodically transmits client queue information to each service user process 81.
