PROBLEM TO BE SOLVED: To provide a steering device having a shock-absorbing function capable of increasing the total amount of shock energy to be absorbed without increasing the proof stress of a resin-made pin in the initial stage when the shock is applied. SOLUTION: The steering device comprises a steering column 1 mounted on a vehicle body side fixed part 3, a steering shaft 2 mounted on the steering column 1 in a turnable and axially non-movable manner, and a capsule structure part 7 interposed between the vehicle body side fixed part 3 and the steering column 1. The capsule structure part 7 has first pins 11a, 11b and second pins 12a, 12b for starting shear fracture step by step in order to relatively move the steering column 1 to the vehicle body side fixed part 3 when the shock is applied.
