<P>PROBLEM TO BE SOLVED: To form a satisfactory image with a suitable supply state of a developer. <P>SOLUTION: A developer supply device (6) includes a developer filling control means (68) for adjusting the filling and discharging of developer (T) between a body casing (60) and a developer storage cartridge (61). The developer filling control means (68) is disposed in the position where a developer replenishment opening (60f) and a developer delivery opening (61b) communicate, so as to extend between the body casing (60) and the developer storage cartridge (61).
