PROBLEM TO BE SOLVED: To provide an image forming apparatus wherein wear of a photoreceptor is suppressed and the occurrence of poor display quality due to a surface potential is suppressed. SOLUTION: A photoreceptor 31 includes a conductive support member, and a charge generation layer and a charge transport layer which are formed on the conductive support member, and an outermost surface layer of the photoreceptor includes silicon dioxide particles, fluorine-containing organic particles, and silicone oil. A cleaning means 102 includes a support member 104 and an elastic member 110 including a base layer 106 bonded to the support member and a contact layer 108 having higher hardness than the base layer and brought into contact with the surface of the photoreceptor. The elastic member has a type A durometer hardness of 77-85 at 23°C and has impact resilience of 35-45% and has a contact angle of 7.0-15.5°to the surface of the photoreceptor and has a pressing pressure N of 0.6 to 6.0 gf/mm<SP>2</SP>to the photoreceptor.
