PROBLEM TO BE SOLVED: To provide a radio base station device that restricts an operable environment and can prevent problems that cannot be assumed from occurring, and a radio communication system thereof. SOLUTION: A controller 100 controls a cable communication section 120, receives assignment of an IP address from an ISP, judges whether the IP address is a desired local IP address or not, and only when it is the desired local IP address, controls a radio communication section 110 to connect a mobile station MS to a communication provider network CN.
