Disclosed are: a functional film which undergoes no decrease in the surface hardness of the functional film, even in the case of forming an adhesive layer for bonding to another member, and does not lift or peel in punching; and a laminate. Specifically disclosed is a functional film, wherein a functional layer comprising a cured film is provided on one face of a plastic film and an adhesive layer is provided on the other face thereof. The adhesive layer, which contains a curable adhesive that can be cured by exposure to ionizing radiation or heating, is constituted so that, after curing by exposure to ionizing radiation or heating, the Martens hardness of the cured adhesive layer is lower than or equal to 260 N/mm2 and satisfies the following relationship to the Martens hardness of the functional layer: (Martens hardness of cured adhesive layer) = (Martens hardness of functional layer) × 0.25
