PURPOSE: A manipulation device of a housing of a portable device and the portable device with the same are provided to be composed of first and second housings and to operate the housings in several directions. CONSTITUTION: A holder plate(5) places a tilt device(B) on the front side of a manipulation unit(2a) installed on the upper surface of a first housing(2). The holder plate can be erected in the direction of a manipulation unit. A base plate(15) places a rotation device for the holder plate. The base plate can horizontally rotate.
