<p><P>PROBLEM TO BE SOLVED: To suppress influence imposed on a packet transfer system when a high load state is generated in a control apparatus. <P>SOLUTION: A monitoring manager 1 compares a load of each of a plurality of controllers 2-1 to 2-2 with a predetermined value. A comparison result shows that the controller 2-1 has a load larger than the predetermined value, the monitoring manager determines a controller for controlling a transfer apparatus controlled by a controller having a load larger than the predetermined value, from among controllers other than the controller 2-1. The monitoring manager 1 instructs the transfer apparatus to connect to the determined controller 2-2. The transfer apparatus 3-2 requests connection to the controller 2-2 to which the monitoring manager 1 instructs connection.
