PURPOSE: A system for transmitting a communication signal using a channel environment, a user terminal, a base station, and a method for the same are provided to be supplied with a communication service through communication with a better device and to stop transmitting a communication signal transmission from a device which does not have a good channel environment, thereby controlling the power waste occurred at a base station or relay device. CONSTITUTION: A user terminal(100) receives a S-CPICH(Secondary Common Pilot Channel) from a relay device. The user terminal transmits a S-CPICH. A base station transmits the communication control command to the relay device. A communication unit(110) receives each S-CPICH from the base station and relay device.
