Provided are an electrolyte solution for electrical energy storage devices, and a battery using said electrolyte solution. Without corroding electrodes and without impairing battery characteristics such as conductivity, said electrolyte solution is nonflammable and has sufficient conductivity for practical use. The main components of the electrolyte solution for electrical energy storage devices are: the lithium salt represented by formula (1) (n is an integer from 1 to 5, and one or more of the fluorine atoms may also be replaced by perfluoroalkyl groups containing 4 or fewer carbon atoms); a hydrofluoroether; and a high-permittivity solvent.
