Provided is a communications network routing device capable of explicit routing such that the resources contained in the default pathway for each flow are identified. The routing device comprises a detour path detection part, which is for detecting a detour path and is capable of estimating the temporary transmission quality which can be provided to a flow within a detour region when at least a portion of the explicit default path of the flow that the routing device transmits is routed via the resources contained in the default path of another flow; and a routing part for routing the data of the flow to the detour path and/or the default path on the basis of the difference between the transmission quality of the default path and the transmission quality of the detour path detected by the detour path detection part.
