PROBLEM TO BE SOLVED: To easily set a set value about an image forming condition without using a toner density sensor. SOLUTION: An image is formed based on image data using an attachable/detachable image forming means that develops an electrostatic latent image formed by projecting image light to a photoreceptor to a toner image with a developing device, and performs image forming by an electrophotographic process of transferring on paper the toner image directly or indirectly via an intermediate transfer body. The developing bias for developing the toner image with the image forming means is gradually changed, and a density test print pattern transferred and output on the paper by the image forming means is converted into image data, and the suitable developing bias determined based on the image data and the developing bias presently set in the image forming means is set as a new developing bias.
