PROBLEM TO BE SOLVED: To provide an image processing apparatus and method, a program, and a recording medium, for decomposing a character image into strokes similar to character strokes divided in human stroke order with high accuracy. SOLUTION: The image processing apparatus includes: a line thinning processing means line-thinning the character image; a detection means detecting an intersection point and an end point from the character image line-thinned by the line thinning processing means; a decision means deciding whether the intersection point detected by the detection means is an end of the stroke; and a stroke extraction means decomposing and extracting the stroke of a character from the character image based on the line thinning processing means, the detection means, and the decision means.
