PROBLEM TO BE SOLVED: To provide a transfer device installed in an image forming apparatus which is of a tandem type and employs an intermediate transfer system which has a high transfer rate at a primary transfer part and a second transfer part while being suppressed in an increase in size, has excellent pre-transfer performance, and suppresses transfer deviation, and the image forming apparatus. SOLUTION: The transfer device includes: a secondary transfer body 5 with intermediate resistance configured to transfer an image carried by a transfer belt 11 with high resistance to a recording medium passing through a plane part 5a; a primary transfer member etc., configured to wind the transfer belt 11 around each of image carriers 20Y etc., in a region downstream from a region where the transfer belt 11 and each image carrier 20Y etc., face each other in a direction A1; a secondary transfer opposite member 73 configured to apply a bias having the same polarity as that of the image carried by the transfer belt 11 at a position opposite to the plane part 5a; and a means 84 of forming a large potential gradient at the plane part 5a at a side of the same polarity as that of the image carried by the transfer belt 11 toward an upstream side in a conveying direction E1 of the recording medium.
