PROBLEM TO BE SOLVED: To improve heating efficiency for a fixing belt in a fixing device that includes a heating source for heating the inner peripheral surface of the fixing belt. SOLUTION: A graphite sheet 63 has a rectangular shape comprising a pair of long sides whose length is relatively longer and a pair of short sides whose length is relatively shorter on a cross section orthogonal to a shaft of the fixing belt 2, thereby providing prescribed radiation intensity distribution characteristics in which radiation intensity is uneven in a peripheral direction centering the graphite sheet 63. The shape of a container 65 is made into a flat shape in which height corresponding to the short side of the rectangular shape is smaller than a width corresponding to the long side so as to correspond to the rectangular shape of the graphite sheet 63 on the cross section orthogonal to the shaft of the fixing belt 2.
