PROBLEM TO BE SOLVED: To provide a water flow management system capable of freely changing a water flow direction in water seal boring. SOLUTION: This water flow management system 1 controls the water flow direction in the water seal boring 2 formed under the ground and filled with water. The water flow management system 1 includes: a packer 3 which is installed in the mouth of the water seal boring 2; a water supply pipe 4 which is elongated inside the water seal boring through the packer; a drain pipe 5 which has an opening 5a located in a position nearer to the packer than the opening 4a of the water supply pipe, through the packer; and a water pressure adjusting means 6 which is connected to the drain pipe so as to control its water pressure.
