PURPOSE: An apparatus for processing an image and a method for operating the same are provided to has the same effects as a TS lens photographing image by performing Gaussian filtering in an image processing unit without a TS lens. CONSTITUTION: A Gaussian factor value storage unit(52) stores a Gaussian factor value necessary for making a certain region of a certain image be unclear through Gaussian filtering in a frequency domain of an image. When implementing the display of an image, a display unit(40) displays a setup screen for setting up a Gaussian factor value. An image signal processing unit(30) receives the Gaussian factor value through the set screen displayed on the display unit. The image signal processing unit only displays the Gaussian region among the images outputted through an image sensor(20) through filtering.
