PURPOSE: A method for forming copper oxide is provided to form a copper oxide film with a smooth surface and uniform orientation array of crystals through an electro-chemical deposition method. CONSTITUTION: A method for forming copper oxide is as follows. An aqueous solution containing copper and an aqueous solution containing a specimen for forming a complex are mixed so an electro-chemical deposition aqueous solution is produced. DC(Direct Current) voltage is transmitted to the electro-chemical deposition aqueous solution so a copper oxide film is formed by the complex formed from the specimen.
